Residents complain about alley mulch enforcement; manager to follow up

Two Riverview residents used the public comment period May 19 to complain about code enforcement actions in alleys behind Brinson Street homes and to allege inconsistent enforcement by the city.
"They're telling me I gotta take the mulch out of there," said Fred Bora, identifying his address as 17829 Brinson, describing mulch he said he installed two years earlier to control weeds after being told to remove it by a code officer. Bora told the council he had not yet received formal notice but said he had already spent the money to place the mulch.
Darren Sinsett, 17820 Brinson Street, said he places flowers and other plantings in the alley and warned the city not to "make it difficult for people trying to make their yards beautiful," arguing the city should support residents’ efforts to maintain property. Sinsett also raised concerns about what he described as uneven enforcement, saying he had seen trees in alleys that he believed had not been addressed.
City Manager Dolbeck told the residents he would follow up with code enforcement to review the complaints and the cited properties. No council action was taken; the manager’s follow-up was offered as staff response to public comment.
