Council hears planning commission report on member’s unexcused absences; commission previously voted 6–0 to cite bylaw violation

City staff and planning commission representatives briefed council on a planning commission member who the commission found to have excessive unexcused absences since February 2024.
Dave (city staff) described the background: “We counted since 02/2024. He's had 7 unexcused absences.” He said staff and the vice chairperson attempted multiple contacts by email, phone and a formal letter to the member. Planning commission representation reported the commission voted 6–0 in early March to find a violation of the bylaws for too many unexcused absences and brought the matter to council for potential action.
Councilmembers and staff discussed whether absences were willful or caused by health issues (the member reportedly had a prolonged hospital stay), how many meetings were missed in the period (staff said about three meetings coincided with the hospitalization), and whether to talk with the commissioner before undertaking removal. One councilmember urged talking to the commissioner given the reported three-month hospitalization; another noted the commission has open applicants ready if a vacancy is created.
No formal motion to remove the member was recorded; staff characterized the item as a report and requested council direction. Council did not vote on removal at the meeting.
