Coldwater council confirms special assessment rolls for residential sidewalk maintenance (Resolution 25-92)

The City Council of Coldwater on Sept. 8 held the fourth and final public hearing in the special-assessment process and confirmed the assessment roll for the residential sidewalk maintenance and improvement program by moving to adopt Resolution 25-92. Samantha (City Assessor) told the council that property owners had been notified of hearings and their individual costs and that confirming the roll is the final administrative step before billing and bidding.
Samantha said the council previously approved a resolution of necessity and a formula for calculating a uniform benefit per property and reviewed a preliminary roll at an earlier meeting. "At this time, after the last meeting, all property owners were notified of public hearings as well as notified of their cost associated with this assessment," Samantha said. She added that after confirmation the information will be handed to Deputy Treasurer Kendra to be entered into the system and that the city expects to begin the bidding process this fall with construction to start in the spring or later.
A council member moved to approve Resolution 25-92 and the motion received support; the motion carried on a voice vote with no recorded opposition.
Following the vote, staff said the next administrative steps include entering assessments into the financial system, issuing required notices to property owners, and preparing bid documents for the sidewalk work.
