Council approves purchase of wheeled excavator and replacement refuse truck to replace aging equipment

The City Council on Aug. 11 approved purchase requests for two public-works vehicles: a wheeled excavator to replace a 1997 backhoe and a used 2014 refuse truck to serve as an upgraded backup and supplement for leaf and backyard-waste collection.
Public Works staff said the selected excavator (a 100-series Devin/Devlon model quoted through Carlton Equipment) will allow staff to perform ditch maintenance, stormwater repairs and some sidewalk work more efficiently than current equipment. The quoted price without an optional steel rotator wrist is $169,722 and includes ditching buckets and a thumb for lifting debris; staff removed an optional $50,000–$60,000 attachment that they said might not be cost-effective now.
On the refuse truck, staff recommended purchasing a 2014 unit with approximately 45,000 miles as a cost-effective alternative to a new truck (new vehicles approach $300,000). The truck will be paid from the refuse fund and is intended as a durable used option to replace a 1994 unit and support cemetery and leaf-collection operations.
Councilors approved both purchases by voice vote. Staff said the excavator was budgeted at approximately $2.15 million across capital plans this fiscal year (note: staff earlier said the 2014 truck was not in the current fiscal-year printout but would be paid from the refuse fund).
