Council sets public hearing to consider sidewalk special assessment in several subdivisions

City staff told the council that, under the existing sidewalk policy (Policy 0404), when three‑quarters of lots in a subdivision are developed, remaining property owners may be required to construct sidewalks. Staff identified 28 parcels in developed subdivisions (North Shore, Arrowhead, Amberview Court and Thompson Boulevard) that would be affected and requested a public hearing on August 11 to present estimated costs and the proposed special assessment roll.

Staff summarized the four‑meeting process: tonight’s action establishes the necessity hearing on August 11; at subsequent meetings the council will receive cost estimates and the assessment roll and will hold a final public hearing before adoption. Staff said owners would receive notice and be given the option to construct their sidewalks themselves; if they do not, the city would complete the work and place the assessment on property tax rolls. Council members asked for background on prior sidewalk projects and requested information on sidewalks previously paid for by the city; staff said they would provide additional details for later meetings.

Council approved the resolution to proceed with the public‑hearing schedule. Staff will notify affected owners and publish required notices; the council will consider cost estimates and final assessments at future meetings in August.
