Coldwater council awards phone-system replacement to BSB for $95,506

The Coldwater City Council voted to award a phone-system replacement contract to BSB for $95,506, Mayor Kramer said during the meeting. The project will be split between the city’s general fund and utility fund, and the contract includes one year of full support.
Pat Poole, City staff, told the council the city’s current phone equipment is end-of-life and not supported. He said two vendors responded to the solicitation and that BSB’s bid included hardware, desktop phones and redundant switch gear, while another quoted cloud-only software. “The project's gonna be split between the general and utility funds. One year of full support is included,” Poole said.
Poole said the city originally budgeted $150,000 for the project based on earlier pricing but that recent promotions reduced the cost. He asked the council to adopt Resolution 25-69 to award the project to BSB for $95,506. Council members moved and supported the award and the motion carried with the aye vote.
Council discussion touched on the trade-offs between cloud-only and hardware-inclusive bids. A council member noted the cloud option had a lower capital cost but higher monthly hosting fees; Poole said an escalation clause exists in the cloud contract and that hardware and installation costs shift the breakeven point.
The award authorizes the city to proceed with purchase and installation; the council did not record amendments or a roll-call vote with member-by-member tallies in the meeting minutes.
The city will return to standard project oversight and implementation steps, and staff said they had a long-standing working relationship with the recommended vendor.
