City approves Western Meadows site condominium, first phase to create 10 lots

The Coldwater City Council on June 9 approved a preliminary site condominium plan for Western Meadows and adopted resolution 25-62 to authorize phase one of the development.

City planning staff described the project as a three-phase residential development initiated by the City of Coldwater. Phase one will create 10 single-family residential lots on roughly 14.67 acres, with public infrastructure for water, sanitary sewer and stormwater reviewed and confirmed to meet the city’s engineering and construction standards. “The proposed development complies with the zoning regulations and supports the city’s goals to promote a well planned and quality residential growth,” the planner said.

At the meeting staff and council discussed lot sizes, minimum building requirements and the design approach. Planning materials and a master deed will include deed restrictions addressing garage size (24-by-24 minimum), driveway width and roof pitch; the team also discussed three-bedroom, two-bath floor plans as a target product. Bidding responses divide the phase-one lots between two builders, with Alliance Builders proposed to develop lots 1–5 and Allen Edmond Homes to develop lots 6–10.

Council and staff noted that the road layout intentionally uses two cul-de-sacs rather than a single connecting road because a ravine across the property would add substantial cost for road and utility work. Staff estimated the additional crossing would add roughly $500,000 to the road and utility cost. The development will be a site condominium, meaning common elements and maintenance will eventually transfer to a homeowners association when units are sold.

Council adopted the resolution and the motion carried.
