The City of Coldwater Board of Public Utilities approved a construction‑related services agreement authorizing $319,400 for Donahue and Associates to provide electrical and SCADA integration services for the Phase 1 wastewater expansion, which includes ultraviolet disinfection and chlorine (puri‑chloride) tanks.
John (staff member) explained the request, saying the last major wastewater expansion was completed in 2017 and that bringing the systems integrator onto the project up front will smooth field wiring, PLC configuration and SCADA screen development. "Once we start the phase 1 ... we would like to bring in Donahue and Associates at the front end of this," John said, describing the firm’s role as coordinating electrical installation and integrating the new equipment into the plant SCADA system.
John asked the board to approve $319,400 to be charged to the wastewater fund for Donahue’s materials, labor and SCADA work; the board voted to approve the request. Board discussion included the role of the integrator as on‑site electrical foreman and as a liaison to the prime contractor during construction.
The board’s approval authorizes staff to include Donahue and Associates in project mobilization and to proceed toward final contracting and construction planning. Staff said the work will be funded from the wastewater fund and will be part of the Phase 1 capital expansion schedule presented in future board and council materials.
