Robert (planning staff) notified the commission that Central Bank and Trust intends to add a drive-through at its main branch, a change that requires a special-use permit and a planning commission public hearing. Staff said it was finalizing the site-plan review and requested the commission set a public hearing for the next meeting.
Commissioner Jeff disclosed a conflict and asked to abstain from voting on the motion. The commission voted to allow Jeff to abstain; the motion was seconded and carried. The commission then voted to set a public hearing for the Central Bank project at the next regularly scheduled planning commission meeting; the motion carried.
Robert said he would continue site-plan review with the applicant and prepare the staff report and required public notices ahead of the scheduled hearing. The abstention and the set public hearing were recorded in the meeting minutes and will be included in the hearing packet forwarded to city council as appropriate.
