Coldwater board approves biosolids contract, forwards AMP peaking agreement to city council

The Coldwater Board of Directors approved a three-year biosolids-services contract with Sexton Farms and voted to forward a supplemental power sales agreement for the AMP Michigan CAP peaking project to the Coldwater City Council for final approval.
Brian Mussel, staff member, told the board that Sexton Farms asked to raise its fee to 4¢ per gallon from 3¢ and that using Sexton saved the utility $71,838 last year. "This year, they've asked for an increase of 4¢ a gallon up from 3¢ a gallon. It's still almost 2 full cents less than if we contracted it out, and it still gives us a lot of flexibility compared to contracting it out," Mussel said. The board approved the three-year agreement at the higher rate.
On the AMP (American Municipal Power) peaking project, a staff member summarized prior board action and said AMP has installed about 7.5 megawatts of natural-gas-fired generation at the Michigan Avenue substation and reported the unit is operational. The staff member asked the board to approve Resolution 25-11 and Agreement 25-05 to send to the city council so that AMP can complete bonding for the project. "What they're asking for is the city council to authorize me to sign the supplemental power sales agreement," the staff member said. The board voted to forward the resolution and agreement to city council for approval.
The board also approved the consent agenda, which included minutes from prior meetings, departmental operation and financial statements, bills and accounts for the period ending Feb. 28, power supply cost projections, and MERS pension statements.
