Coldwater awards $98,115.58 security upgrades to NightWatch for six BPU sites

The Coldwater Board of Public Utilities voted to award six BPU physical-security projects to NightWatch for $98,115.58, staff said.
Pat (staff member) told the board the city issued RFQs for multiple facility-security upgrades and received two bids for the BPU work. The package affecting the BPU includes eight new gates, two new door access-control systems, nine new security cameras, two license-plate–reader cameras and 14 replacement cameras for devices roughly 10 years old. Pat said 11 total city facilities are in the program; four are BPU assets.
Pat said NightWatch, headquartered in Lansing, won several of the bids and has become a Continental Access dealer as part of the work. Lakeland Electronics of Angola was identified as the vendor the utility usually works with. Pat said the replacement cameras were originally manufactured by GE a decade ago and staff prefer to avoid items that have appeared on federal procurement watch lists.
The BPU share of the award is about $14,000 over its original project budget; Pat said the rest of the program and any additional costs will be presented to City Council. Pat requested the board award the six BPU projects to NightWatch and said the work is expected to be completed by the end of the fiscal year, June 30. “My request is to award the 6 CBPU projects to Night Watch…for $98,115.58. And they are expected, to be completed by the end of this fiscal year, so June 30,” Pat said.
A motion to approve the award was made, seconded and carried on a voice vote; no roll-call tally was recorded in the meeting transcript. Pat said one of the cost drivers was an explosion-proof camera and that she planned to present remaining city costs to council the following Monday.
