Sheetz demolition paused; conditional rezoning agreement signed by company and awaiting city signature, staff says

City planning staff told the Fraser Zoning Board of Appeals on June 5 that demolition related to the proposed Sheetz store has been paused while final contract steps are completed and that the company’s conditional rezoning agreement has been signed by the applicant and is under city legal review.
Planning staff Lauren Plummer summarized the status in the meeting’s monthly report: “They have sent the signed contract, the conditional rezoning agreement. Yes. So we do have that now. I think it's with the lawyers...It's signed by the Sheetz team, and the city is getting ready to sign their side of it,” she said.
Plummer said Sheetz will appear before Fraser’s planning commission on July 21 for site-plan approval; the upcoming planning-commission review will focus on ensuring the site plan conforms to the previously approved conditional-rezoning stipulations rather than conducting a full rehearing of the rezoning plan. Plummer also said the applicant delayed demolition in part because the demolition costs were higher than expected and because the city signature on the agreement was not yet complete.
Board members noted residents behind the site did not receive advance notice of demolition activities; staff said there is no legal notice requirement for demolition in this case and that prior communications had not been required, describing notification as a courtesy rather than a mandate. Plummer told the board that the executed agreement is now in the city attorney’s office and expected to be fully executed soon.
No formal action on Sheetz was taken at the June 5 meeting. Planning staff said they will report back as the city executes the agreement and as Sheetz proceeds to a planning-commission site-plan hearing in July.
