Planning commission approves Frasier Tire at 32314 Utica Road as special land use; work limited to inside building

The Fraser Planning Commission on March 5 approved a special land use for a tire retail and service business, Frasier Tire, at 32314 Utica Road, contingent on two conditions: no outdoor storage without commission approval and that almost all automotive work be performed inside the building.
City planner Lauren Saer summarized the special land use review. The site, a triangular parcel at the Garfield–Utica intersection that formerly housed a vape shop, is in the CG (Commercial General) district where auto service centers are a special land use. "The proposed use shall be of such location, size, and character that it will be in harmony with the neighborhood," Saer said, adding that the applicant is not proposing any exterior additions and that the building’s configuration historically accommodated an auto-related use.
Applicants Sal Bashy and Dante Shabo told commissioners they run an existing tire shop in Detroit and planned appointment-based tire sales and installation at the Fraser location. Sal Bashy said work would be performed in two garage bays and that the business intends to keep removed tires inside until a state-authorized collector removes them on a periodic schedule.
Commissioners asked about hours and outdoor storage. The applicants said they planned to operate Monday through Saturday roughly 9 a.m. to 5 or 6 p.m. and confirmed there would be no outdoor storage of tires; used tires would be stacked indoors until collected for recycling. The commission also confirmed the existing overhead doors would be restored for garage access.
Commissioner Kyle moved approval with the staff-recommended conditions and a finding that the proposal met the seven special land use standards; Commissioner Tuller seconded. The commission approved the request on a roll call vote with all members voting yes.
Saer advised that site plan review materials were provided to support the special land use, but that no exterior additions were proposed and that building-permit review would follow.
