The Fraser Planning Commission on March 5 approved a site plan for a roughly 3,500-square-foot commercial building with three retail units at 17689 Masonic Boulevard, subject to utility and lighting conditions.
Planner Jerry Warren told commissioners the property is in the CN (Commercial Neighborhood) district and noted a public utility easement along the eastern driveway that affects the shared driveway and a proposed loading area. "Anything done within that easement will require DPW approval, and engineering would also review it," Warren said. He also asked the commission to decide whether an alternative façade material called DriveIt — a foam-backed synthetic stucco — is acceptable for the building’s upper façade.
Warren’s recommendation flagged several items for condition: ensure a pedestrian path is ADA-compliant (five feet minimum if paved), confirm that trees are not planted within the public utility easement without DPW approval, and require an adjusted lighting plan to meet the ordinance's maximum four-foot-candle photometric limit.
During discussion the applicant confirmed the project proposes 24 parking spaces, including two accessible stalls, and that a proposed loading space lies near the public utility easement. The applicant’s representative said the building material palette would include brick and a beige/tan DriveIt finish.
The commission approved the plan with conditions that DPW confirm the loading-space location and tree planting (or require the tree be moved outside the easement), require a compliant lighting plan, and ensure dumpster location and enclosure are acceptable to DPW and engineering. The applicant agreed to move a proposed tree out of the easement and to revise the lighting plan.
The motion passed on a roll-call vote with all commissioners voting in favor. The applicant received stamped approval copies at the meeting and staff said final permits would follow DPW and engineering sign-off.
