The Fraser Planning Commission on March 5 approved a site plan for a 14-unit duplex condominium development at 33420 Utica Road, voting unanimously after staff described outstanding technical items that the applicant must provide.
City planner Lauren Saer told commissioners the project — seven duplex buildings totaling 14 condominium units — had already received a use variance to allow the proposed use in the RM district and that most outstanding items are technical. "The applicant shall provide parking stall dimensions for the barrier free spaces that are compliant with section 32-94 and federal requirements," Saer said, and the commission should receive elevations and details for the rear screening wall and the dumpster enclosure.
The commission’s approval is conditioned on those submittals and several supplemental requirements the board added during discussion. Commissioners required: (1) barrier-free parking stall dimensions meeting section 32-94 and applicable federal rules; (2) details and elevations for a six-foot decorative rear wall to match neighboring construction; (3) a dumpster enclosure design; (4) a 3-by-6-foot landing pad with appropriate steps at each rear sliding door egress; (5) exterior brick carried around the buildings to the same belt line as nearby developments except for gables; and (6) color variation between units rather than identical, single-color façades. The applicant also agreed to construct a gazebo shown to the commission and to landscape around it.
Applicant Usama Razzouk, who spoke at the hearing, said the team would provide material samples and that brick would be used around the buildings with gable siding above. Razzouk said the exterior palette would be "a range between red and brown" and that the developer would submit colored elevations for administrative review.
Commissioners and the building official discussed building egress at length during the hearing; the commission requested the 3-by-6 landing so rear sliding doors meet egress and grading requirements and so future owners would not need separate variances for small at-grade patios. Planner Saer and a commission member also confirmed that the side-yard setback issue in earlier packets had been resolved and removed from the conditions.
Commissioner Farina moved approval with the planner’s recommended conditions and the additional items listed above; Commissioner Czarnecki supported the motion. The motion passed on a roll call vote of seven in favor, none opposed.
The developer received stamped copies of the approved plan before leaving the meeting. The planning commission noted that building permit review and enforcement remain the responsibility of the city’s building department and that final construction must meet all applicable building and accessibility codes.
