Commission reviews zoning and blight report; staff notes foreclosure/receivership activity and grant pursuit

At its Sept. 10 meeting, the Torrington Planning and Zoning Commission briefly reviewed the regular zoning and blight report and heard staff updates on enforcement and redevelopment prospects for problem properties.
City planner Jeremy Leifer and commissioners discussed Stone Corporation properties that are moving through receivership or foreclosure via corporation counsel. Leifer said the corporation-counsel process is underway and that staff will follow court filings. He also told the commission that a staff member named William is preparing an application for a $6,000,000 grant to fund a feasibility study covering certain properties, a first step in a longer redevelopment process. "He's applying for a $6,000,000 grant for, first for, feasibility study," Leifer said.
Separately, Leifer described two administrative site-plan determinations completed internally: 20 River Drive (site plan 1580) for a woodworking/restoration use in a former industrial building, and Hart Drive (site plan 1579) permitting a food truck on a small parking lot with conditions that the truck be parked close to the building and removed at night. The commission received the correspondence and had no substantive objections.
