At the Sept. 9 meeting, staff reported ongoing noncompliance at 2904 Winstead (Winstead/Winstead Road reference) and said they would issue running municipal citations for unauthorized grading and zoning violations after attempts to secure the project consultants' engagement failed. Staff said a cease-and-desist had been in place for roughly 18 months and that repeated emails and calls to the consultants and client had not produced sufficient corrective action.
The enforcement officer stated that he would issue two citations: a $100-a-day citation for one violation category and a $150-a-day citation for another (as described in the staff update). Because enforcement through zoning citation processes does not require a commission vote in this instance, staff proceeded with a notice of intent to issue citations and will follow the municipal process for adjudication or abatement.
Commissioners received the report and no formal board action was recorded beyond staff s planned enforcement steps; staff will return to the commission as necessary if the matter requires additional wetlands-specific action or remediation plans.
