The Planning and Zoning Commission on Sept. 10 granted a five-year extension for the previously approved site plan at 1858 East Main Street, allowing the property owner and tenants to proceed with staged work on the retail site, including a rear pickup area and a small addition tied to Walmart’s operations.
City planner Jeremy Leifer explained the site has an older approval dating to 2005 that was modified in 2020 to add work related to Walmart and later revisions to accommodate Chase Bank. The five-year extension covers remaining work; Leifer said state statute allows up to a 10-year extension but the commission commonly grants shorter terms. “If they went all the way out to 10 years and their project wasn't done, they would have to come back for a brand new public hearing,” Leifer said.
Commissioners discussed an interconnect to the adjacent Target property that staff had sought but which the Target property owner declined for operational reasons. Leifer said courts have limited municipalities’ ability to force interconnects between private owners despite public-safety arguments.
A motion to grant a five-year extension passed by voice vote. The extension does not compel the private owner of the adjacent Target parcel to permit an interconnect; staff will continue to coordinate as feasible.
