Councilor Turco on Aug. 19 moved to refer a discussion to the Finance Committee to set firmer, earlier deadlines for departments to submit budget documents ahead of council votes and to require regular updates (quarterly or monthly) on the status of city funds.
Turco said departments have frequently provided large budget packets only weeks before votes, making it difficult for councilors to review the materials. He proposed that the council discuss either ordinance or charter changes to set required submission dates and to bring department heads to committee meetings to explain needs and priorities. He referenced a prior idea for periodic financial updates and suggested quarterly reports as a minimum.
Councilors voted to send the matter to Finance for development of recommended deadlines and a plan to involve department heads in the process.
