Planning board accepts extension requests for two site plans; peer review and test pits still pending

The Peabody Planning Board on Sept. 4 received and granted requests from attorney John Kelty to extend the review deadlines for two pending site-plan matters — 0 Hodge Street (Map 85, Lot 001) and 15 Sylvan Street (Map 30, Lot 49) — to Sept. 18, 2025. Both requests were submitted by letter dated Sept. 2, 2025 and were placed on the meeting record; the board voted to accept the communications and grant the requested extensions.
Planning staff updated the board on recent discussions with the applicant’s representatives. Staff said they had met with attorney Kelty and representatives including Will Pollitz and Jim Nicholas, along with conservation staff. "We discussed the project further," a staff member said, and "Attorney Kelty explained he would go back to his client with some of the items that were brought up at this meeting." The staff update also noted a late submission by Mr. Pollitz and recommended the board hold that late item for the next meeting.
For the 15 Sylvan Street application staff reported that the peer review had been returned to planning staff but that there had been no on-site test pits performed. Staff said Department of Public Services (DPS) is coordinating with attorney Kelty to schedule the test pits so DPS can complete its final review. "There was never test pits done on-site so DPS is coordinating right now with attorney Kelty on getting that done," staff said.
In both cases the board agreed to accept the communications and to set the requested extension to Sept. 18, 2025, allowing time for outstanding items — including test pits and any peer-review requirements — to be completed and for DPS or other reviewers to issue final comments. The extension motions were moved and seconded and approved by the board.
Other meeting business: an appointment by Paul DiBiase was continued because the appointee did not appear. Planning staff also noted a revised site plan for 0 Hardy (packet revision date Aug. 18, 2025) and other miscellaneous correspondence in the meeting packet.
Next steps: applicants must coordinate with DPS and provide the requested on-site test pits and any additional peer-review materials; staff will notify the board when reviews are complete so the matters can be scheduled for substantive action.
