Dr. Clarkson provided a project‑level spreadsheet showing original ARPA obligations, amounts spent to date and remaining allocations, and explained that the total projects exceed the federal ARPA allocation because the city also received a $3 million federal earmark for the pool and a $1 million state match for the council on aging addition. He said project accounting will be posted publicly on the finance page.
Project manager Dan Pilotta described the physical work at five major ARPA sites: the War Memorial (new roof and HVAC replace steam heat with VRF systems and improved ventilation); the council on aging (fire suppression replacement, HVAC and parking lot work); Cosgrove Pool (complete pool replacement and renovated bathhouse); City Hall (roof, envelope, and phased HVAC/air‑handling upgrades providing fresh air and cooling); and parks work across the city.
Pilotta cautioned that some capital work creates ongoing maintenance obligations. On City Hall he said internal cast‑iron roof drains and rain leaders are aged and may need replacement; he urged an allocation for future maintenance to protect recent investments. Pilotta also reported that the City Hall HVAC work is phased and the building should be completed in coming months, and that the administration expects to use an additional $850,000 from county ARPA funds for new boilers.
Mayor Sullivan emphasized the administration’s intent to spend ARPA funds on long‑lasting capital projects rather than short‑term operating expenses. He said departments had requested revenue‑replacement uses for some fleet and IT upgrades and that the city planned limited revenue‑replacement expenditures under the ARPA rules.
Action: The committee voted to recommend a resolve inviting the mayor, CFO and ARPA project manager for an ARPA update; the resolve was recommended favorably to the full council. Committee members asked that the project spreadsheet and supporting documentation be posted publicly and requested a future presentation on maintenance planning for the renovated assets.
