The Brockton Finance Committee on Sept. 2 recommended favorably an order to borrow $470,000 to purchase maintenance equipment for DW Field Golf Course.

What officials said: CFO Dr. Troy Clarkson said the $470,000 would translate to roughly $35,000 to $40,000 a year in principal and interest depending on market rates. He provided a revenue spreadsheet showing steady enterprise fund growth and said recent market improvements and an upgraded outlook supported borrowing. Superintendent of Parks Timothy Carpenter described deteriorating mowers and equipment, noting two Greensmaster mowers were purchased in 2009 and 2011 and have required multiple hydraulic motor replacements this season.
Council reaction: Councilor Linda Castro asked for a breakdown of golf course expenses versus other parks costs; Mr. Carpenter said the department would provide that information. Councilor Farwell and others questioned the optics of borrowing when the city finished the prior fiscal year with an operating surplus of more than $10 million, much driven by unfilled positions. Dr. Clarkson explained that surplus contributes to certified free cash needed to balance future budgets and that enterprise funds are intended to support their own capital.
Action and outcome: The committee voted to recommend favorably the borrowing authorization and to permit the treasurer to apply to the Massachusetts Municipal Finance Oversight Board as required. The order was recommended favorably.
