Brockton council grants local business licenses, approves two ownership changes

The Brockton City Council on Sept. 8 granted several routine business licensing requests and approved two change-of-control filings for local businesses.

The council granted a secondhand-articles license to Sands Limit Development LLC, doing business as America's Used and New Clothing & Furniture Store, for 410 Pleasant St., after petitioner J. Luce Moyes told the council the business would serve local residents including elderly customers. The council approved the license by hand vote.

The council also approved a transfer of a garage license for VIP Inc., d/b/a VIP Tires and Service at 98 Westgate Drive; petitioner Anne Maroon provided identifying information and the fire department filed no objections. A separate transfer for a flammable above-ground storage license for the same location was likewise granted; council records note the fire department raised no objections and paperwork was on file.

Two change-of-control petitions were approved by roll call. The council granted a transfer in which Cita Ciampa received a 45% ownership interest in Leaf Relief Inc., reducing Philip C. Nazarello's interest to 55%; the clerk recorded "8 in the affirmative." A separate petition approving Samuel Aristamian increasing his ownership interest in Holistic Concepts Inc. from 49% to 51% was approved with "9 in the affirmative." The council described its role on these matters as an up-or-down vote on the license commission's prior approvals.

All license and ownership actions were presented with paperwork on file and—where noted—fire-department sign-off. Several items were described in the record as not public hearings when the license commission and Cannabis Control Commission (CCC) had already acted and the council's role was ministerial.
