The chair said the subdivision was for a lot in a suburban single‑family zoning district and that the newly created lot would not meet the minimum frontage requirement under Section 5.1 of the Lowell zoning ordinance.
Separately, the applicant for site plan review and a special permit at 246 University Avenue requested to withdraw an application to convert a mixed commercial/residential building into four residential units. That application required site plan review under Section 11.4 (expansion >3 dwelling units) and a special permit under Section 12.1(c). The board voted to allow the withdrawal without prejudice.
In both cases the board recorded motions and carried them by voice vote; no further action was taken on the projects at the Sept. 4 meeting.
