Developers add exterior lighting, agree to staff review for rear fixtures at 80 Fourth/River Street project

The planning board approved final site amendments to the Fourth/River Street storefront project after the applicant described revised exterior lighting and historic-review responses, and the board made approval contingent on city staff review of rear lighting to limit impacts on adjacent property and the nearby park. The applicant, represented by Allison Phillips of Young/Sommer and architect Evan Galatelli of Syverts & Ragoso Architects, told the board the team had met with the storefront review commission and the Historic Review Commission and had revised photometrics to meet security needs and HRC preferences.
The project team said recent consultations led them to increase proposed foot-candle levels around the rear stair area and to add or adjust window sconces; architect Evan Galatelli said their photometrics consultant recommended a minimum of 1 foot-candle for security and that current drawings showed 2 foot-candles on the back of the building, with the option to double that level if the board or staff requested it. "Security purposes were met from our photometrics consultant. We can increase that if needed," Galatelli said.
Board members and staff raised concerns about how rear lighting would affect a stair and small park area behind the building. The board asked that final rear-lighting placement and intensities be worked out with city staff during the building-permit review rather than be finalized tonight. The applicant accepted that condition. A motion to grant final approval with the condition that rear lighting be adjusted in consultation with city staff passed unanimously.
The board opened and closed public comment; no members of the public spoke regarding lighting. The planning department will confirm lighting levels and placement during the permit-review stage.
The decision leaves the applicant to finalize shopfront details that HRC and the storefront commission already endorsed, and to include the lighting revisions in the permit drawings so staff can verify the photometrics and fixture types before permits issue.
