The Talent City Council voted to direct staff to use council discretionary funds to cover the room fees for Rooms A and B at the Talent Community Center through September so the Access food pantry can operate indoors during high temperatures.
Staff said the council wanted to prioritize both (1) moving pantry operations indoors during hot weather for patrons and volunteers, and (2) honoring the city’s cost-recovery principle for facility use. The council resolved the tension by authorizing discretionary funds to pay the room fee and directing staff to secure a use agreement with Access as sponsor of the pantry.
Councilors noted the arrangement is intended as a predictable, short-term measure for the summer and not a permanent substitution for grant or sponsor funding. One councilor noted the nonprofit rate for facility use is $40 per hour for Rooms A and B; staff said the expenditure could be framed as an in-kind contribution to Access.
The motion passed on roll call with present councilors voting in favor. Staff will execute a use agreement with Access and charge the discretionary fund to cover the community-center room fees through September.
