Talent council adopts clarifications to council rules of procedure, repeals prior rules

The Talent City Council voted to adopt amended council rules of procedure, clarifying when recusals occur, appointment authority, agenda placement for reports, and a requirement for roll-call voting. The council also added language repealing prior council-rules resolutions.

City staff and legal counsel presented a set of proposed edits and explained the practical reasons for changes, including formalizing the placement of recusals at the agenda item for additions/corrections and clarifying appointment authority. Councilors debated whether mayoral liaisons or committee appointments required council confirmation and referenced Talent’s charter language. After discussion, the council agreed to three specific changes: make no change to section 3.c.13; revise section 3.c.7 to read "the mayor and council shall appoint"; and add a second paragraph to the resolution that expressly repeals previously adopted council-rule resolutions, including Resolution 2025-105-R.

Councilor Penomar (mover) made the motion to adopt the resolution as amended; the motion passed on a roll call vote. Councilors emphasized the desire to avoid conflicts with the charter and to clarify appointment procedures for both council liaisons and public advisory-body members; staff said some advisory-appointment language may be returned for a future, more detailed discussion of commission policies.

The resolution is intended to reflect the council’s current practices and to provide clearer guidance for staff, commissioners and the public about agenda procedures, appointment processes and vote recording.
