Summary
The committee voted to approve and recommend that the City Council adopt the city’s permanent tax rate of $3.2316 per $1,000 of assessed value; members clarified the increase in projected tax revenues comes from assessed-value growth and new construction, not a rate change.

The City of Talent budget committee voted to approve and recommend the City Council adopt the city’s permanent property tax rate of $3.2316 per $1,000 of assessed value for fiscal 2025–26.
Committee members pressed staff on why projected property tax revenue rose by roughly 6 percent year over year; staff explained the increase reflects the constitutionally allowed 3 percent growth in assessed value for existing properties plus additional assessed value from new construction, not an increase in the tax rate. The committee noted that the council makes the final adoption, while the committee’s role is to approve the rate for council consideration.
The motion to approve and recommend adoption was made by Member D’Amato and seconded by Member Byers. In a roll-call vote the motion passed with the majority of members voting yes and one member, Member Garcia, recorded as abstaining. City Attorney Dave Lohman confirmed the committee’s action is properly framed as recommending the council adopt the resolution; the committee may also approve the rate for council consideration.
