Talent council adopts supplemental FY2024–25 budget adjustment

The Talent City Council adopted a supplemental budget resolution adjusting appropriations for fiscal year 2024–25 after staff said several unbudgeted grant expenditures and other accounting discrepancies exceeded the 10% fund-change threshold under Oregon budget law.
Staff told the council the supplemental adjustments were driven primarily by an OWEB tree-planting grant, Gateway Pier project costs, and a FEMA wildfire mitigation grant that exceeded original budget estimates. Smaller corrections included an increase in personnel-service allocations for street-front duties and a debt-service correction in the water fund caused by an oversight in the adopted budget.
The council opened a public hearing, received no public testimony, and then voted to adopt Resolution 2025-122-R. On roll call, present councilors voted in favor and the motion carried.
The supplemental budget is intended to bring appropriations into compliance with Oregon budget law and to document several grant-related and clerical adjustments for the city’s fiscal-year records.
