The Talent City Council authorized the city manager to sign a purchase-and-sale agreement for 49 Towne Avenue for $1,160,000, using a $1,500,000 Community Development Block Grant (CDBG) that the city received to establish the Talent Community Resource Center.
Council approval came after a staff presentation that said the agreed price is more than 5% below the seller's listed price and that the seller (Assante) must take the agreement to its board in July before an anticipated early-August closing. The council voted unanimously to proceed.
The CDBG award will reimburse the acquisition cost and, according to staff, should leave remaining grant funds available for site renovations. Staff advised that the grant’s environmental review assumed primarily interior building changes; adding exterior work such as solar panels would require further environmental-notice work and likely additional staff effort.
Councilors asked whether remaining grant funds could fund energy-efficiency or weatherization work. Staff replied interior mechanical or HVAC upgrades and some visible rooftop work may be feasible under the current environmental review, but window or other exterior alterations would likely require additional environmental review and notices.
The council’s motion to authorize the city manager to sign the agreement passed on roll call. Staff said they anticipate closing in early August if the seller’s board approves the sale.
Background: staff said the purchase will be reimbursed by the CDBG award expressly intended to establish the Talent Community Resource Center; the council did not approve any separate renovation contract at this meeting.
