Council seeks study session to set criteria for Talent Community Resource Center tenant selection

City staff presented a proposed process on March 19 for selecting tenants at the Talent Community Resource Center, a city‑owned property the council is preparing to acquire for community services. The council agreed to hold a study session to refine selection criteria before staff issues a public invitation to organizations.
City Manager Pro Tem Alex Campbell described a two‑step approach: first circulate an invitation to a broad set of nonprofits and service providers to describe proposed operations at the site; second, have staff evaluate proposals against a set of minimum criteria and secondary considerations, form a preliminary tenant group and bring lease terms back to council for approval.
Staff proposed three categories of selection factors. Minimum criteria would include meeting the grant’s intent (serving Talent residents), supporting food distribution or pantry functions anticipated in the grant, and compatibility with the property’s zoning. Other key considerations would include the extent to which an applicant serves populations with high needs, compatibility of space needs (efficient building use), financial capacity to pay rent and the ability to participate in the building’s role as a resilience hub.
Letters from local organizations were discussed. Tammy Wilder, volunteer manager of the Access Talent Food Pantry, urged the council to prioritize face‑to‑face direct service organizations that provide public assistance and community gathering space; Elise Ball also recommended the Talent Food Pantry be considered for storage and distribution needs.
Councilors said the selection criteria should be finalized before staff solicits applicants and asked staff to return for a study session so the council could refine the criteria and the outreach list. Councilor Byers asked staff to change wording so the document’s list was framed as “organizations to notify” rather than as a list of potential tenants, to avoid implying selections in advance.
Campbell said staff will schedule a study session to present refined criteria and the outreach plan before circulating the invitation and that any proposed leases would return to council for approval.
