Council discusses weed season, fuels reduction and potential grant-funded positions to support Firewise work

As staff and councilors reviewed the work plan March 3, several members raised vegetation management and community fuels-reduction as immediate priorities ahead of the summer season.
Councilor Coley and others urged the city to prepare a maintenance and vegetation management plan for medians, parks and other public areas and to consider support for private-property compliance with fuel-reduction guidelines. Councilor Byers suggested neighborhood-level volunteer efforts or partnering with community groups to adopt specific locations for seasonal maintenance; other councilors noted volunteer programs need staff coordination and insurance review.
City Manager Alex and staff said implementing fuels reduction and Firewise work at scale may require dedicated personnel or consultant support and that grant opportunities are being pursued in partnership with the local fire district. "It would fit very much with a position that was dedicated to disaster preparedness, which we do not have," Alex said. Staff said they will explore whether a grant can fund a part-time or full-time position or whether a committee should first demonstrate need to support grant applications.
Councilors asked staff to return with options: (1) a community-based volunteer model with staff coordination and insurance review; (2) a grant-funded consultant or staff position; and (3) policy or code changes that would clarify property owner responsibilities for vegetation management.
