Council discusses updating emergency operations plan and role for Talent Community Revitalization Center

Chief Snook explained the difference between the NHMP and the EOP: the mitigation plan identifies local hazards and mitigation actions while the EOP "says who's in charge of the emergency" and outlines response roles for the police chief, city manager and elected officials. Chief Snook said Talent's EOP has not been comprehensively updated in many years and that updating the EOP is a priority.
The council also discussed the Talent Community Revitalization Center (referred to in earlier documents as a resource center). Councilors explored whether the center would function as a resiliency hub during emergencies—used by nonprofits in normal times and by the city under an emergency declaration. Staff said defining the center's role in emergency response and clarifying whether it should be incorporated into the EOP or addressed separately are next steps for planning.
Councilors asked staff to return with clarifications and to prioritize updating the EOP to reflect current roles, forms and facilities that would be needed during an emergency.
