Council seeks sequencing for housing work: buildable lands, housing needs analysis, then zoning updates

Councilors used the March 3 study session to press staff on the order of long-range planning tasks that will shape housing and urban reserve work.
Council members repeatedly emphasized that a housing needs analysis (HNA) and the buildable lands inventory should be available to guide any code or zoning changes under Title 17 and Title 18. "I would hope that we would have the housing needs analysis in place before we adopt Title 17," one councilor said. Staff cautioned councilors that pending state rulemaking on HNA methodology will influence the timing and content of the analysis; City Manager Alex said he expected the state rulemaking process to run through much of the calendar year.
Councilor Panomares asked staff to produce a timeline graphic showing dependencies and funding status for all planning documents so the council can see grant opportunities and potential gaps between bringing lands into urban reserves and completing zoning reviews. Staff said they will return with a reorganized project list and, where appropriate, proposals for consultant support and grant applications (Transportation Growth Management and other competitive funding sources were mentioned as likely avenues).
