Councilors ask for walkable open space, shaded plazas, and bike/EV provisions in Gateway RFP

When the study session turned to open space and sustainability, consultants asked the council to define how the Gateway site—s public spaces should function. "So this is kind of a tough one to to get at," Matt Brinkley said, urging the council to prioritize uses rather than arbitrary percentages of open space.
Councilors favored connectivity and small, usable amenities rather than a single large passive plaza. Several councilors suggested making the existing plaza softer and multiuse — able to host markets and neighborhood gatherings — rather than a largely unused hardscape. One councillor described the existing plaza as a "dead zone" and urged converting it to a multipurpose, shaded and softer surface with more tree canopy and shade structures.
Parking and stormwater: Councilors discussed newer pavement options and permeable parking that can serve both parking and event space, citing local examples where permeable pavers reduce heat island effects and improve stormwater management. "In Phoenix, when Phoenix did the community center, that parking lot behind the community center's paper, permeable papers...was also intended to be able to to be used as, like, a a gathering or a event space," a participant said.
Climate and building rules: Consultants noted the overlap between state climate-friendly rules and local code. Because the site is within a half mile of a high-frequency transit corridor, minimum off-street parking cannot be required under applicable state rules cited in the conversation. Staff noted building-code and Climate Friendly & Equitable Communities requirements for EV-ready multifamily buildings (conduit required, charging provision rules) and for shading or solar on larger parking areas.
Active transportation and bike storage: Councilors asked for sheltered, secure bike storage and e-bike charging options for residents, and for design that separates bicycle routes from pedestrian-only paths where possible to reduce conflicts. Councilor comments emphasized the value of small, observable play areas for families on-site and strong pedestrian links to nearby playgrounds and paths.
Next steps: Staff will incorporate guidance on multiuse plaza design, permeable/solar-ready parking, EV conduit/charging readiness and secure bicycle facilities into the RFP—s scoring and selection criteria and follow up on specific sustainability incentives and program eligibility.
