Talent council authorizes application for Oregon Main Street revitalization grant to restore Town Hall

The Talent City Council unanimously adopted Resolution 2025-111-R on Feb. 5 authorizing finance staff to prepare and submit an application for the 2025 Oregon Main Street Revitalization Grant administered through the State Historic Preservation Office's Oregon Heritage Program.
Finance Director Tessa DeLine told the council the grant is competitive and may fund awards up to $400,000. The city is requesting up to $250,000; the grant requires at least 30% matching funds. Proposed work in the application includes exterior paint and skirting, stair repairs or replacement, a new roof, gutters and downspouts, an alarm system, and possibly an Americans with Disabilities Act (ADA) lift. Staff noted final costs will be determined after obtaining quotes.
Tessa stated the application deadline is March 13, notification would occur in May if awarded, and no work is to start before July 1, 2025. She added that additional grant sources will be sought for interior work and future uses once the council determines Town Hall’s long-term function.
Councilor Perry Miller moved to adopt Resolution 2025-111-R; the motion was seconded and approved on a roll-call vote with all councilors present voting yes.
The resolution authorizes finance staff to prepare and submit the grant application and to pursue matching funds as needed. Staff emphasized that the requested $250,000 figure is preliminary and will be refined after staff gathers contractor quotes and other estimates.
Actions taken at the meeting on this item include the formal adoption of Resolution 2025-111-R and a roll-call vote recorded as unanimous for those present.
