At its Jan. 15 meeting the City of Talent City Council took the following formal actions (roll-call votes recorded unless otherwise noted):
• Consent calendar: Approved (motion carried).
• Minutes: Council accepted the minutes as amended and approved them for the record.
• Resolution 2025-105-R: Adopted the updated Council Rules of Procedure with four amendments (see full article). Motion moved by Councilor Perry Miller; outcome approved.
• Stormwater package (see full article): Adopted the Stormwater Master Plan (dated 01/11/2023), adopted Resolution 2025-106-R establishing a phased stormwater utility fee adjustment (phased to $7.10/month by Jan. 2026), and adopted Resolution 2025-110-R approving storm drainage design standards. Motions carried.
• Intergovernmental Agreement with ODOT (IGA #730000034073): Approved; city manager authorized to sign. Motion carried.
• Budget calendar and budget officer appointment: Council appointed City Manager Carrie Milliman as the city’s budget officer for FY 2025–26 (motion carried).
• Emergency preparedness workshop: Council approved Together for Talent’s proposal to host an emergency preparedness workshop in March 2025, with the workshop agenda to be approved by Police Chief Snook. Motion carried.
