The funding, staff said, has triggered environmental review work that must cover several possible alignments for the Wagner Street extension. “We asked OHCS and their consultant, ICF, to include those alignments…they could not start work until they were able to cover all of the properties that might ultimately be included in the project,” a staff member said. To avoid delaying the review, the city asked the consultant to include three alternative alignments; staff said not all three would be built but the environmental scope is therefore larger than initially planned.
Why it matters: the grant enables engineering and public‑works work that must precede developer selection and any construction, and early decisions about street alignment, ownership and development concept will affect which parcels the city can serve and how the city or the Urban Renewal Agency will manage property conveyances.
