City Manager Alex told councilors the city has completed a water cost-of-service and fee study and begun rate adjustments intended to cover service costs; staff have also pursued grant funding and prepared an economic opportunities analysis. "The buildable lands inventory work is complete and it's ready for review," Alex said.
Councilors pressed staff on sequencing of long-range planning tasks. Several councilors and staff agreed the buildable lands inventory and housing needs analysis should precede major zoning (Title 17) changes; Councilor Panomares said a visual timeline showing dependencies and funding status would help the council weigh next steps and grant opportunities. Staff said rulemaking at the state level on housing needs analysis will affect how the city proceeds and could delay some work.
The council also discussed starting a consolidated fee-schedule review this spring, with an initial inflation adjustment proposed for the public safety fee and a more thorough public process planned for next year. Councilors asked staff to return with a clearer timeline, funding sources and grant opportunities tied to each high-priority item.
Staff said they will reorganize the draft work plan into a single, shorter project list that shows dependencies, expected staff effort and items that can be deferred. The city manager said he will present that reorganized document and a redline of removed items at a future session.
The session closed with agreement to return on specific items—public safety fee process, the buildable lands inventory review for planning commission action, and a schedule for long-range planning documents including the Transportation System Plan and housing-related work.
