Owners allocate reserve-funded line for sewer-credit study to update flow credits

Owners of the Binghamton–Johnson City Joint Sewage Treatment Plant voted 9-0 on Sept. 11 to add an engineering budget line funded from fund balance to pay for a sewer‑credit (flow‑credit) study.
Owners said the plant’s last comprehensive review of sewer credits was in 2013 and that separations and development since then could have changed credit allocations. At the hearing one owner proposed adding a study line, explicitly noting it would be funded from the plant’s reserves so there would be no impact on the operating levy. "There's 8,000,000 in fund balance… I would think a million dollars would be more than enough. I would hope it would be more than enough," one owner said; counsel later advised a smaller planning figure.
Corporation counsel (on the phone) suggested an initial planning figure in the $50,000–$100,000 range; owners agreed to add the line and to let the comptroller set the precise line number and dollar amount, with an initial planning figure of $100,000 for scoping. The motion passed on a roll call.
Owners said the study should identify separations, credits previously allocated to properties no longer present, and other inventory issues so the municipalities have a current baseline for development and credit allocation. The line will be coded under engineering and will be paid from reserves; owners directed staff to draft an RFP scope once the comptroller assigns the account number.
