During the Sept. 11 budget hearing owners raised concerns that requests to solicit competitive proposals for property/casualty and health insurance, and for gas and electric procurement, had not been carried out by the sewage board’s legal counsel or administrative staff.
One owner said: “We asked for this for both your property and casualty and your health insurance to have an RFP sent out, and it hasn't been done yet. I'd like to know why.” The board’s counsel or staff did not provide a detailed explanation at the open meeting.
Owners discussed inviting counsel to explain the objections to the draft RFP and then moved to enter an executive session to discuss legal advice and personnel matters. The board approved the motion to go into executive session by voice vote and then reconvened later. During the closed-session discussion counsel on a phone call recommended adding a budget line under engineering for the sewer-credit study and suggested a planning figure; counsel also advised the owners on next steps for the RFP process.
At least one owner suggested seeking new legal counsel if the current counsel would not prepare the requested RFPs. Owners agreed that insurance and energy procurements should be put out to bid and asked staff to prepare RFPs for board consideration.
