Councilors discussed adding a transparency value. Councilor Sims' version and the consultant's values received positive comments from multiple councilors; several said they preferred Sims'text and suggested adding transparency as an explicit value. Julia said there was no urgency and staff would return a resolution for formal adoption when council preferred language was finalized.
