Hayes said he had followed a prior council discussion about the project and after speaking with other residents and reviewing the likely costs concluded the project should not be a ballot item this year. He said the city already maintains nine parks, recently received a grant for one park, and the city should prioritize maintaining existing facilities. Hayes recommended pursuing grants, donations and other external funding rather than a November ballot measure. Council acknowledged the comment and no further action was taken during the meeting; staff later proceeded with other agenda items.
