The Salem City Council on Aug. 18 approved resolution 25‑030, awarding a contract to Civil West Construction LLC to build the Shaft Road waterline improvement project for $748,900.47. Public Works Director Barry Buchanan told the council the project implements recommendations from the city’s 2006 water master plan and is necessary for use of the aquifer storage and recovery (ASR) system. He said the city received 13 bids, with Civil West the lowest conforming bidder. Buchanan said the bids ranged roughly from $750,000 to $1.3 million and recommended a contingency to cover unknowns. Council discussion touched on the city’s broader master-plan updates and asset-register work to prioritize future capital projects. Councilor Patty, Councilor Kerrey and Councilor Sims voted in favor; the motion carried 3‑0. The awarded contract is the next construction step staff said is required before the ASR system can be utilized.
