Council to name Stayton representatives for Detroit Dam drawdown meetings

Barry Buchanan, Stayton’s public works director, told the council on May 19 the U.S. Army Corps has issued a supplemental evaluation (described in the meeting as “supplemental ESI”) related to the proposed Detroit Dam drawdown and that several public meetings are scheduled over the next two weeks.
“As it stands right now, there is an ESA out by, by the corps, that is it’s a supplemental e s ESI… there will be meetings,” Buchanan said, and he listed virtual sessions on May 28 and May 29 plus in‑person meetings May 31 in Detroit and June 3 in Salem.
Buchanan asked the council to authorize a small, consistent delegation so the city would have a single voice during comments and review. He proposed the mayor, one councilor, city staff (Julia and Danielle), Mike Bradley and himself as members of the city’s representation team. The council agreed they would meet beforehand and choose which of the public meetings to attend.
Why it matters: the Corps process will include public meetings and documentation review that could influence operations and regional planning related to the Detroit drawdown. Buchanan asked for council support for attendance and review before the public meetings; the council committed to sending the mayor and at least one councilor and to convene a preparatory meeting.
