Trustees approve annexation and zoning variances for two properties on Route 83 after brief public hearing

The Mundelein Village Board on March 24 approved annexation of two parcels at 28884 and 28936 North Illinois Route 83, a map amendment and zoning variances following a short public hearing and staff presentation.
Staff member Isabel Varaha told the board the properties currently sit in unincorporated Lake County and would default to R-1 zoning on annexation; the applicant seeks commercial (C-4) zoning consistent with adjacent shopping center uses to accommodate an indoor-amusement/pickleball facility and related site revisions. Varaha said planning staff recommended variances for façade materials and parking; the applicant is short a few parking spaces but provided an updated facade plan that planning staff judged compatible with the area.
During the public-hearing portion, Fremont Township Supervisor Diana O’Kelly asked the village and developer to install an eight-foot fence along the park edge to separate the park from construction impacts and to protect children’s play areas. "We request that the fence be put up prior to the development," O’Kelly said.
After the hearing, the board made and passed motions to recess into and open the public hearing, accept staff reports, close the hearing and to authorize staff to draft an order proving the annexation and to draft an annexation agreement. Trustees also voted to authorize staff to draft the ordinance for the map amendment and zoning variances and to draft an annexation agreement approving execution of that agreement.
Votes: the motions were moved and seconded (motions by Trustee Ross and Trustee Lambert for the hearing steps; Trustee Wilson moved the annexation order drafting motion), and roll calls on the formal annexation, map-amendment and annexation-agreement ordinances recorded unanimous "yes" votes among trustees who answered (Ross, Lambert, Juarez, Meyer, Schwank, Wilson). No trustee recorded a "no" or abstention on those votes.
What happens next: staff said certain plan elements (a consolidation/plan of division and some façade revisions) will be held over until updated plans are submitted; the board approved the direction to draft the necessary ordinances and agreements to bring the annexation and zoning changes back to the board for final ordinance adoption and execution.
