Stayton council adopts 2026–2028 goals, defers vision wording for later work session

The Stayton City Council voted 5-0 March 17 to approve Resolution No. 25-008 adopting council goals for the 2026–2028 budget cycle. Councilor Patty moved adoption; the motion passed without recorded dissent and with Councilor Ort absent.
City staff presented a consultant-prepared recap of a February goal-setting retreat and a draft list of goals and objectives. Julia, a city staff presenter, told the council, "what is in front of you is a recap report from the consultants" and said staff had begun assigning leads and proposed timelines for each objective but recommended that the council adopt the goals themselves now and discuss the proposed vision and values in a separate work session.
The council’s action approved the goals and objectives as presented while leaving the consultant-suggested vision and value statements for future conversation. Julia told the council she wanted to "explore that a little bit more in work session with council" before asking for adoption of any vision wording.
Council members who spoke during the discussion praised the retreat process and encouraged follow-up. Councilor O'Rourke said she "really enjoyed spending this time with the council to just reconnect," and Councilor Boerde thanked staff for accommodating a Saturday session. Council members asked staff to solicit feedback on the retreat process; Julia confirmed staff had discussed seeking that feedback.
No separate public comments were made on the item, and no amendments to the resolution were adopted. The action directs staff to continue work on timelines and to return to council in a future work session with fuller discussion of the proposed vision and value statements.
The resolution takes effect immediately as council policy direction; staff may adjust timelines during the two-year implementation window.
Looking ahead, councilors asked staff to circulate a simple feedback survey about the goal-setting process so members can record their views before the work-session discussion of vision and values.
