Resident urges Utica to enforce repairs on deteriorated sidewalks outside Saint Elizabeth's; codes says it will investigate

Utica — At the Sept. 3 Utica Common Council meeting, resident Richard Brower asked the council to enforce sidewalk repairs on Valentine Grove adjacent to Saint Elizabeth's Hospital, saying sidewalks near Hughes School are deteriorated and pose a hazard to children.
Brower, who said he has lived at 60 Ballantyne Grove for 38 years, said he has reported the condition multiple times to city channels and asked whether Saint Elizabeth’s — a nonprofit property owner referenced in the discussion — is held to the same code standards as homeowners. “Does a not-for-profit or a commercial property abide by the same codes enforcement as a homeowner?” he asked; the transcript records his belief that the answer is yes.
Codes Commissioner Marcus Phillips told the council he would look into the matter and review whether the city has issued citations and whether enforcement steps are appropriate. Phillips noted he would field the complaint and follow up with the resident.
