The presentation described Oregon law for pedestrian crossings and urged caution: "In Oregon, pedestrians are not considered crossing until a part of the pedestrian moves into the roadway," the video narration said, and once a pedestrian is in the crosswalk or demonstrates intent, vehicles must yield in the lane the pedestrian is crossing in.
Councilors asked for clearer on‑screen captions and visuals showing what "intent to cross" looks like and what drivers must do when a person enters the crosswalk. "If I'm standing there waiting to walk across the street, I intend to walk into the crosswalk. But if that doesn't matter because I have to put my foot in there, then we have an issue," one councilor said.
Staff said Chief Johns will return at the next meeting with more detail on enforcement and policy. The city also plans an informational landing page to describe: the Safe Routes to School grant at Third and Fern Ridge, the county grant at First and Locust, and the Safe Streets for All planning grant, which will evaluate needs and seek additional resources.
No formal action was taken; staff will refine the video (add captions and visuals) and bring additional enforcement and outreach details to a future meeting.
