Utica schedules public hearing on land sale tied to Mohawk Valley Health System project

Utica — The Utica Common Council voted on Sept. 3 to hold a public hearing on Sept. 17, 2025, at 7 p.m. regarding the proposed sale of property tied to a development agreement with Mohawk Valley Health System (MVHS).
The resolution calls for a public hearing on the sale of certain parcels described in an exhibit attached to the city materials. Council members and staff discussed that the parcel transfer is connected to prior construction and a negotiated land exchange tied to MVHS’s development and the police maintenance facility. One council member asked whether the city would retain easements on the parcel for utilities and access; law staff and others confirmed that easements for sewers and access remain in the agreement.
Council members also introduced an ordinance to designate Mohawk Valley Health System as a qualified project sponsor pursuant to Article 15 of the New York General Municipal Law; that ordinance was placed back in committee so the city can complete required legal and procedural steps following the public hearing.
The public hearing on Sept. 17 will be held in the Utica Common Council chamber, 1 Kennedy Plaza, at 7 p.m., and public notice will include property exhibits referenced by staff. The council asked staff to clarify easement and access language and to provide any related development agreements as part of the public-hearing packet.
